I looked at the requirements again and because the corner actually contains a background and elements this took me a while to figure out what to do! So, the 2 corners actually make up the background. I am using it as a background, a frame and counting the 2 elements that make up the corner (ribbon and tack) and adding 2 butterflies to add 2 more elements if necessary.
