Open a picture in Photoshop. Select the "Rectangular Marquee Tool" and set the option to "Fixed Size".Then make selection, rotate it,copy from original image layer and paste it to a new layer.Go to "Edit-> Stroke",choose white color,and specify the width of the border.Repeat this steps as much as you want to achieve the desire effect.
