How to for Frame from "If at first..."

open a new image in the size you want the frame. Choose "select all" and contract the selection by 12, then invert selection. Flood fill with your choice of color, then deselect. Using the magic wand, click in the center of the image, and contract selection by about 48, then invert selection. Deselect the flood filled band of color (press and hold CTRL and click anywhere on color band). Flood fill the remaining area with chosen color. Promote selection to layer (command found under "Selections"), then deselect. switch back to the first layer, and use the magic wand to click in the center of the canvas, contract by 12, and invert selection. Deselect the two existing bands of color using the CTRL key, and flood fill remaining selection with color of choice. Deselect. Switch back to the promoted layer with the band of color. Use the magic wand to click in the band of color, so that it is selected. Switch back to the first layer and delete (CTRL + X)the area that is selected. Switch back to layer 2 and add the weave texture (found under "Effects") or any other texture you like. Set the opacity slider in the layer palette to 40. Merge layers (visible, not flatten) and you have your frame :). If you want to save it to use in the future, save is as PSP image, NOT Jpg, as Jpg will add a white background, even behind the "mesh" part of the frame. Hope this makes sense!! Let me know :)

This makes sense! - I have had a go and am very pleased with the results! (you can also save as a .png as this will retain the existing transparency) I shall have to use them in a LO soon!

I'm glad it worked!! I've never worked in .png before, other than images I downloaded for scrapbooking, which I then loaded from alpha and saved as PSP images, LOL. I'll have to explore them at some point :))
