For those interested in how I do these photo edits in paint.net.
For this photo I applied a toon effect, then under blur I smoothed it. Added a posterize effect on the lowest setting. Under duotone ink on paper I pulled out just yellow and red colors. Then I went back into effects/photo/ and softened the whole thing and faded the edges. You have to have the latest version of paint.net to have these effects and adjustments though.
