I use Photoshop CS2.
I use the pen path tool. Roughly draw round the subject, once you have been all the way round, zoom in and right click the pen tool. Choose the pen that has the + sign.
Drag the points to where they are needed.
When finished duplicate the image for the next step. A word of advice. When drawing round hair do not try to go round the starnds with the pen tool, with the pen tool go to the solid part of the hair and ignore the rest.
Next click on the smudge tool and select the sixe you need for the strands of hair. Use your original photo as a guide. Then start on the hair and drag to make the strands.
When you are happy use the blur tool to make it more realistic. Any questions please ask.. Post the page you make using this method..

PSE doesn't have the pen tool but I do recall reading somewhere about using smudge to pull out hair or whiskers. can you go into more detail please - do you use normal mode, what about strength. do you check finger painting. sorry for the questions

For the strength I use about 50, but it depends on how dark the hair is or how you want it to look. It's a bit of a trial and error basis really. I keep adjusting the size of the smudge tool according to the thickness of the strands.
I am not sure about the finger painting option as I only use Photoshop CS2. I know elements is different and I will have a look and see what I can find for you x As for questions ask as many as you want. x
