For a beginner scrapbookflair software is excellent.
You don't have to have Photoshop or any similar program to start out scrapping. But as you get better, you probably want to get ore advanced and then a photo editing software can come in handy.

Just don't go spoil all your money on an expensive brand program, there's lots of cheaper and even free alternatves out there!
