if you`re looking for a free program you can try Gimp or Paintnet, they`re not as good as photoshop elements but still useful to start with. If you can spend some monye (about $100,--) than photoshop elements is the best, they just brought out the nr 11 version

for free you can try Ipiccy (just google the name ) with out even downloading anything for single photo or whole page edits and effects. Fun to play with. I use that and Gimp most of the time.
