It depends on what software you use - for instance Photoshop or PSP (there are several others out there).
My suggestion would be to start with background papers. They're pretty simple and you get almost instant gratification! Play around with colors and textures, add overlays and patterns until you like what you see.
There are tons of tutorials online...just Google something like "digi scrap tutorials" or look for tutorials specific to your own graphics software but not necessarily related to scrapping. Find out what your program is capable of doing and then just apply it to scrapping.
