What's the best photo editing software?

I am looking for something that I can (obviously) use to edit my photos for scrapbooking. I am not a computer genius, so somthing that doesn't require a Rocket Science degree would be nice, but still has some good features (rotating, blurring, cropping, b&w, recoloring, the usuals...) and my husband would prefer it doesn't cost a small fortune. Is there anything out there that fits the bill?

Both have all the editing tools necessary to make your picture great and they both have the ability to make great scrapbook pages. Both will cost around $99. 		MaggieM says: Hi, I would definitely choose either Adobe Photoshop Elements or Paint Shop Pro. Microsoft Digital Image Suite is no longer supported by Microsoft and is no longer in production. There will be no more editions. Elements and Paint Shop Pro do much more and there are loads of tutorials online for various projects.
