I kinda agree with you. I dont really have the heart to disqualify anyone either. All I know that is when I pick an owners choice, I make sure that particular page 'followed' the rules. Then I will vote in the challenge for all the pages that followed the rules and if there are some that didnt follow the rules then I will go to the gallery of that submitter and vote in there if I like their page(s)
