You can actually put a tag that enhances your photo while serving as a backdrop for your text or wordart. And, I did say don't frame the photos, but I didn't say you can't frame the wordart. You could also put the text in an almost transparent background and make it like an overlay. Just remember that the photo is the background and the main feature of your page.
