No it does not have to be an organization, if you kept your pet from going to a shelter and adopted him/her when his/her chances were that he would be dumped by previous owners that counts,
Just no dogs/cats you bought from a breeder or pet store please, unless you bought them from a puppymill type breeder to save thier life as my group and I have done.
