pages with 3 photos?

I am seeing quite a few pages in this challenge with more than 3 photos - some with six! It was my understanding that one of the requirements of this challenge was to use only three photos am I wrong?

Page must be a Christmas page using AT LEAST 3 photos...more are okay as well.
