In paint.net: Open the image you want to use. Add a blank layer on top of the image. Type your text in blank layer. Position text where you want it on the picture. Select text and invert selection (ctrl + i). Turn off text layer. Go to picture layer (you should be able to still see the selection outline of the text). Erase around the text. Unselect text outline. Delete text layer.
