You are right, these pages are Beautiful and deserve high marks! I couldnt believe the quality, I would be so proud if I turned out pages like these!!!

I didn't vote (yet), but I strongly disagree with your point.

*Not voting* on a LO is the lowest if someone doesn't care for the page. Voting a 5 might indicate that it is the lowest of the person's 6 votes (i.e., 10 for the best of the 6 that voter voted on, 9 for the second best, etc.), preferential voting, rather than disparagement.

I personally think that people are too quick to just assign a 10 to everything they think is nice, negating the WOW factor for a really great LO. Why bother having any option but 10 in the votes, if people are going to be offended with a 5 (, 6, 7, etc.)?
