I am allowing the Rooftops scrap to remain in the challenge because I didn't specifically say that you had to use the background as the background, however, I do feel that the intent of using it as a background was definitely inferred. Since I didn't specify the background usage I have decided to leave the scrap in the challenge, but have decided that if it wins an award I will have to remove it at that time.

I am letting everyone know here so that if there are any questions or complaints I have addressed the issue. Also so if anyone else decides to try something similar they are aware
