How to make holes

I use photoshop elements 7. I create a new file with a transparent background, then choose my background that I want to cut out holes in.
I copy and paste it onto the new transparent background.
I choose the rectangular marquee tool and make my shape, then under edit I think I choose cut an there you have it a hole, when I place this layer in place I give it a shadow effect, I hope this helps you out.
