You can use brushes: Now brushes are created by others, but if you use a brush on a transparent background as a mask and use paper or textures to edit it, that will be OK.
There may be other ways you can do it with your software. But, there are a couple of ideas for you. There are tons of brushes and cutter tools for free on the net.

I have made many elements with the use of brushes. I usually use black paint, then fill with some type of effect. Some turn out better than others. so you need to play around with them. I use many different types of effects from gels, to metals. You can also get most of these free from the net. I use PSE 6.0.
