I use a program called Nova Photo Explosion. It gives me the option to select a part of a photo by color or by selecting and cutting out a specific area. It then duplicates and lets me pull just that piece off the photo. It is a very quick and simple process.
I would like to ask others who use different programs to post a topic with your program name and try to give a brief description how to do the same thing for others who maybe haven't tried this process yet.

easiest way in photoshop element is duplicate layer, desaturate with ctrl-shift -u . add layer mask and paint with black on area you want in color. this way mistakes can be corrected or you can do the same thing with a hue/saturation adjustment layer. slide saturation slider all the way to left and paint with black on layer mask area you want in color. much better than using eraser or lasso tool on area oyu want colored
