GIMP or Photoscape users?

I need to learn how to make see-through images with Gimp or photoscape! I will soon eat walls of trying and failing! Anybody?
And at the same time.... how to make siluettes? I mean to cut a picture around (for ex) a person, without the rest of the picture?
his with the same programs.....??
