I use Photofiltre for this I know others can have better ways to do but in photofiltre I open the picture , I choose selection, lasso and with loop ( more easy when not small ) I select the part I want to keep for example the face I open a new blank document or a new pic, depending what I want to do and I make a simple copy/past then apply I tried with psp but ..
