Layers is actually the way you lay out your page. Begin with the background and work up from there. Next, add your photos and lastly the embellishments and text.

When you become more familiar with the software, you can also drag and drop your layer positions by highlighting the layer and then just drag it under or above another layer (a black line appears underneath or above the layer you choose) to practice and see how your objects and layers change. This will help you to become familiar with the positioning of your objects. Hope that this helps.
