Creating a scrapbook template

I have access and working knowledge of most graphic programs to use for this purpose.

Do you have paint shop pro? If so I can explain it to you... on layers right click on your background layer and then click on "promote background layer" then use the selection tool to make a selection where you want the "hole" to be. Once the area is selected just click on Cut (the scissors) and voila... your hole! To add a picture just open it and click on copy then paste it as a new layer on the background, then move the layer below the background layer and move the picture to where you want it.
