there are lots of tutorials out there for psp, just do a google search for "paint shop pro tutorial" that should give you lots to choose from.
I must admit I was overwhelmed to start with but once I started to play around and see what did what and experimented it became much easier.

what i was confused about was opening things up in the program...i had to make sure it was jpeg, psp image, png, pdf, or whatever the file was that i was opening in the ( files of type ).
when i figured that i was like ohhhhhhh! lol.
just open up a new image with whatever color and play, thats what i did. download some tubes, and you'll get it..
