Author Meddy1965 says: Open an image and duplicate it. Next IMAGE, ADJUSTMENTS, DESATURATE. Duplcate this, IMAGE, ADJUSTMENTS, INVERT. Change the blend mode on the layers pallet to COLOUR DODGE. FILTER, BLUR, GAUSSIAN BLUR. Slide the slider to desired settings and click ok..
